What the kinship programs are:
Kinship Permanency Incentive (KPI): cash to the caregiver, family at or below 300% FPL, up to 8 payments over 48 months.
Kinship Support Program (KSP): in 2026, $12.73 per day to the caregiver while the child is in PCSA custody.
Kinship Guardianship Assistance Program (KGAP) and OhioKAN: also caregiver-facing supports.
All of these payments go to the CAREGIVER, not to Heritage. They are not a payment source for tuition.
Child care for a kinship or foster placement is usually funded through PFCC or ECE (ECE may waive income when the child is kinship or foster), still authorized through TAP/CDJFS.
Do NOT use the CCVP weekly parent-difference formula for these children unless billing confirms there is an actual parent copay.
Heritage has sometimes invoiced kinship placements at the full gold ODJFS rate monthly. Before locking a bill, confirm the actual payer: PCSA, PFCC, or private pay.

Missing KinderConnect case: confirm the child appears in KinderConnect Cases first. If not, escalate to Erin at ODJFS using the saved contact on file. Do not invent or assume a copay amount.
