CCVP is NOT PFCC. Publicly Funded Child Care (PFCC) serves families at or below 145% of the Federal Poverty Level and carries a county-assigned copay. The Child Care Choice Program (CCVP) serves families from 146% to 200% FPL, after a PFCC over-income denial. Families apply with JFS 07200 through benefits.ohio.gov.

Center monthly voucher rates effective November 1, 2025 (DCY Policy Letter 36):
Infant (birth to under 18 months): $900 per month
Toddler (18 months to under 3 years): $800 per month
Preschool (age 3 or 4, not kindergarten-eligible): $750 per month
School-age (kindergarten-eligible to under 15): $375 per month
Dawn’s older figures of $800 / $750 / $700 / $350 are outdated. Do not use them.

Billing rhythm: CCVP is billed monthly through TAP/KinderConnect, and attendance is paid the following month. Heritage bills the parent WEEKLY.
How to calculate the weekly parent charge:
Weekly voucher credit = monthly CCVP rate divided by 4.
2. Uncapped weekly parent charge = weekly private tuition minus the weekly voucher credit (floor at $0).
3. Monthly 9% cap = family gross monthly income times 0.09. Weekly 9% cap = that monthly cap divided by 4.
4. Charge the LESSER of the uncapped weekly parent charge and the weekly 9% cap.
5. CCVP plus the parent portion combined must never exceed private tuition.
Recalculate whenever the child changes age group: at 18 months, at the third birthday, and at kindergarten eligibility (in Ohio, typically age 5 by September 30).
If the child does not appear in KinderConnect Cases, do not bill CCVP yet. Confirm Cases, then escalate to Erin at ODJFS using the saved contact on file. Do not list an unverified copay amount.
